I believe that is Opuntia ficus-indica, or “Indian Fig Cactus”. It’s a decent tree-like prickly pear, without spines or those nasty glochids (the tiny barbed spines that detach from the plant and make you wish you had never heard of ‘prickly pears’) These are actually decent-tasting fruits when fully ripened.
It looks like a tree. Must be.
