A Sacramento federal judge issued a temporary restraining order late Wednesday barring (California State) Controller Steve Westly from disbursing funds withheld from the pay of nonunion state employees to fight two of Gov. Arnold Schwarzenegger’s initiatives on Tuesday’s ballot.
